What You Need to Know About Procurement
The Department of Finance is the government department primarily responsible for creating, amending and managing the Commonwealth Procurement Rules. It provides a procurement framework the corporate Commonwealth entities (CCE) and non-corporate Commonwealth entities must follow.
The CPRs sets out a procurement framework that needs to be followed but of course are not the only set of rules, policies or obligations that agencies need to comply with when undertaking procurement. Compliance with all of the following are also mandatory:
Public Governance, Performance and Accountability Act 2013 (PGPA Act)
Public Governance, Performance and Accountability Rule 2014 (PGPA Rule)
Accountable Authority Instructions (AAIs)

Whole of Government templates and tools (such as AusTender, the Commonwealth Contracting Suite (CCS), the CCS Deed of Standing Offer (DoSO) templates and BuyRight - available at the Department of Finance website.
Non-compliance can result in several in “criminal, civil or administrative remedies including under the Public Service Act 1999 and the Crimes Act 1914” (finance.gov.au)
